Arab Observer Publishes Full Details of ”Gaza Ceasefire, Prisoner Exchange Agreement”

Exclusive sources have revealed to ”Arab Observer” the full details of the ceasefire and prisoner exchange agreement between Hamas and Israel in Gaza Strip.

Negotiators are scheduled to meet in Doha on Tuesday to put the final details of the plan to end the war in Gaza.

Phase One (42 Days):

  • Temporary Suspension of Hostilities: Both sides will pause military operations, with Israeli forces withdrawing eastward and away from populated areas to a zone along the Gaza border, including Wadi Gaza (Netzarim and Kuwait Square).
  • Temporary Suspension of Aerial Activity: Military and reconnaissance flights over Gaza will cease for 10 hours daily, extending to 12 hours on days when hostages and prisoners are released.
  • Return of Displaced Persons and Withdrawal from Wadi Gaza (Netzarim and Kuwait Square):
    • Day 7: Following the release of seven prisoners, Israeli forces will fully withdraw from Al-Rashid Street eastward to Salah Al-Din Street, dismantling military installations in the area. Displaced persons will begin returning home (unarmed) with freedom of movement across Gaza, and humanitarian aid will start flowing into the area without obstructions.
    • Day 22: Israeli forces will withdraw from central Gaza (Netzarim and Kuwait Square) east of Salah Al-Din Street to a zone near the border, dismantling military installations completely. Displaced persons will continue returning to their homes in northern Gaza.
  • Humanitarian Aid: From day one, 600 trucks of aid (including 50 fuel trucks) will enter daily, with priority given to northern Gaza. Supplies will include fuel for power plants, commercial needs, rubble removal, and rehabilitation of hospitals, health centers, and bakeries.

Prisoner and Hostage Exchange:

  • Prisoner Releases: Hamas will release 33 Israeli prisoners (alive or deceased), including women (civilians and soldiers), children (non-soldiers under 19), the elderly (over 50), and injured or sick civilians. In return:
    • Hamas will release all living Israeli civilians, including women and children, in exchange for 30 Palestinian children and women prisoners for each Israeli prisoner released.
    • Hamas will release all living female Israeli soldiers in exchange for 50 Palestinian prisoners per soldier.
  • Schedule of Prisoner Exchange in Phase One:
    • Day 1: Hamas releases three Israeli civilians.
    • Day 7: Four more Israeli civilians are released.
    • Subsequent weeks: Hamas releases three more prisoners every seven days, starting with women (civilians and soldiers). All living prisoners will be released before handing over bodies.
    • Week 6: All remaining Israeli civilian prisoners included in this phase will be released. Israel will release an agreed-upon number of Palestinian prisoners.
    • If the number of living Israeli prisoners does not reach 33, the remainder will be supplemented by bodies from the same categories. Israel will then release all women and children detained in Gaza after October 7, 2023.
  • Conditions of the Exchange:
    • Both parties must adhere to the ceasefire terms, including troop withdrawals and the return of displaced persons.
    • Released Palestinian prisoners will not be re-arrested for the same charges, and no conditions will be imposed upon their release.

Subsequent Phases:

  • Phase Two (42 Days):
    • A permanent ceasefire and cessation of all combat activities will be declared before beginning a full exchange of Israeli soldiers (alive or deceased) for an agreed number of Palestinian prisoners.
    • Full Israeli troop withdrawal from Gaza.
  • Phase Three (42 Days):
    • Exchange of bodies and remains between both sides.
    • Comprehensive reconstruction of Gaza’s infrastructure over 3-5 years, including homes, civilian buildings, and public utilities, under the supervision of Egypt, Qatar, and the United Nations.
    • Reopening of border crossings and resumption of the movement of goods and people.

Qatar, Egypt, and the United States will guarantee to ensure the implementation of all aspects of the agreement.
